This is Forager, a human bug from the New Gods series by Jack Kirby from the 70s. He was a New God who grew up amongst the "bug race" on the planet Supertown floated over.

Quicksilver originally had superspeed but as the series went on, he slowly lost it until he was just a skilled acrobat.

This is the second Captain Marvel, the one who appeared in the early/mid 60s after the Shazam Captain Marvel and their last issue was like a year before Marvel's Captain Marvel. Always wondered how Marvel could claim the name Captain Marvel when this company had put one out. Probably because they went out of business so didn't sue. Maybe.
