The Duke of Darkness - a earthbound ghost fighting evil.  He flies, has invisibility and intangibility, can shrink and get stronger as he does so.  Has normal athletic strength and is vulnerable in solid/human form.  And his home?  A jail cell!

Fantomah - magical jungle goddess, another archive/compilation you can get. Strange powers, strange appearence.

USA Spirit of Old Glory lasted about 6 issues. I think mostly it was because the flag was depicted in all its glory and there was a law passed that the flag could not be used in costumes and such. But flight, bullet/bomb/fire-proof flag that also warns when danger to the country exists, a torch of light and heat. Strong enough to handle tough men but not really superstrength

Up next, Zero the Ghost Detective. He seems to have knowledge of dealing/exorcising ghosts. Haven't looked at too many of his stories to find out if he has any actual powers, but he can see and converse with ghosts as well as punch them.

Wildfire.  A really hot gal!  Flame/Heat immunity.  Flight.  Fire Manipulation/Animation. Likes to make weapons out of fire.  Strong enough to fight a small group of tough men.

Quality's Miss America, not to be confused by Timely's Miss America. Matter Manipulation. TK. Clairvoyance/Audience. Flight. Got her powers from the Statue of Liberty, no lie!

Her last adventure, now in costume and now working for the FBI.

And the last for a bit, Mr. Justice from MLJ Comics, the precursor to Archie Comics.

Ok, I was wrong, this is the last one.  From Uncle Sam Quarterly comes Margo the Magician.  She is in the vein of Mandrake the Magician and Chandu the Magician in that her powers are of mass hypnotism. And it appears that she is half-Chinese which is an interesting twist for the times.
