Okay, I've looked it over but I come up with 535 points for the character. Math errors can occur so let me know if you think I went wrong. Using the Blood of Hero character creation rules not 3rd edition DC Heroes, so there may be minor changes in costs of things.
You have Swimming, Sonar and Vehicles/Water linked but that would drop the factor cost down to 0. Not sure if we have a house rule to let it stop at a factor cost of 1. Paul? We have a rule for that?
Also need to buy Wealth. For your rank, it would be 5 APs, that rank starts about $48k a year.
From what I can tell, you spent your 3 Background points as follows: 2 BP for rank of O-2 or LT j.g., 1 BP for Vehicles (Water) specialization. correct? BTW, you will probably be one of the highest ranking members of the team. Not so many officers active in Project GI Joe.
Mental Blast will only cost 21 HP, it has a 15 FC. If you meant Mind Blast, that has a 20 FC and would cost 26 HP.

I would also suggest getting Ultra Vision. Aquaman has a 7 in it. Base Cost 10, fc 1. Pretty Cheap to get and lets you see underwater.
Some Drawbacks you might want to consider if you are running a blank of what to take: Creepy, Distinct or Strange Appearance - look more like a fishman than human? Webbed hands and feet? Huge eyes?. Dark Secret. Debt. Dependent. Guilt. Irrational Attraction/Fear/Hatred - Patriotic or Desire to Defend the County would be a standard for most members of the team since they volunteered for the team. Limelight. Power Loss. Uncertainty. Vulnerable. Traumatic Flashbacks.

Haven't had a chance to go over this too deeply but the gun won't work for this. It is illegal for military personnel to fire upon American Civilians without direct approval/orders from the President and oversite by Congress. And many supervillains are Americans.
It's why Project GI Joe isn't going to be handing out military weapons to its batch of heroes. Probably something I should have put into the write-up but it is going to be part of General Steele's opening remarks to you new heroes.

Just a couple of things...
Minimum cost for Factor Costs is still 1, no house rule/change from existing
The Magnum - how about non lethal rounds? I have little to no idea about how these things work and according to the internet they are for use in small/low calibre weapons for riot/crowd control. Still caused some deaths though.
If you want I can put it all through the character creation program but the costs look sound to me. I suppose I can do it anyway and print the character sheet out. Also the program makes it super easy to update characters with experience at increased costs and the costs are for Blood of Heroes 2e ruleset. At one stage the program had a description of all the powers and skills inside it but they were removed after a cease and desist from Pulsar Games got sent to Mike Love (the creator of the program).

May as well apply a loss to all powers as well - sure only one works out of water but it would give the points to buy the powers you lost and the loss all would then apply to them!

I see you reduced his rank from LT, j.g. to Ensign. That gives you back one more background subskill point to spend unless you want to go back up to LT, j.g..
You raised subskill Vehicles/Water from the free 1 lvl to 7. Base cost of 5 is paid for with the lvl 1 and Factor cost would be 2 since it is 5-3 so it would cost 15 HP instead of 16 or the 14 I see listed. Just one point off.
May I suggest you use your third background subskill point on Medicine/First Aid? Every serviceman gets some first aid training in Basic Training. Whether they keep it up and keep the skill or not and lose it is up to them. You could also look at Field Command or Danger Recognition from the Military Science skill set for that third background skill point. Though with the skill being at 6, you are way above average for a military man already in Military Science.
Still need to get rid of the Magnum though. The military won't let you use it. The Cutlass is something of a problem but since it is a family heirloom and you can use the flat of the blade to stun opponents, that gets a passing "OK". Though if you use it for killing combat and they find out about that, you will be in trouble.
I suggest spending those 11 points on another superpower such as: Super Hearing, Sonar, Running, Jumping, or Extended Hearing. These could all be due to your aquatic powers and strength.
Also a possible idea since you have some spare points is Energy Blast/Water, useable only in range of large bodies of water or only while in water. Range would be defined as your APs of power. Here I'm thinking of the old Aquaman cartoon for the 1960s where he could create balls of water in his hand while in the sea, and throw it. That cartoon series was the only time he had that power. It would be a very low level power to start but you can raise it later with XP.
So just do a bit more tweaking and you are ready to go.

Sorry, my bad.
Since your rank is Ensign, that's one background point. You also spent one on the subskill Vehicles/Water. I don't see where you spent your third background point in a subskill. Unless I just missed it, you need to spend that on a subskill. I would suggest Medicine/First Aid. And you need a 4 in Wealth.
So do those two things and the Fin is ready.

Wealth is listed between Hair Color and Group. It is already a 4.
I can do Medicine/First Aid. Maybe Dan worked as a lifeguard. I'd love to go undercover with Baywatch.

Every recruit, regardless of service, is taught first aid during boot camp. It's why I suggested it.
